1.Vision of Districts as Export Hubs:

“Each district of our country has a potential equal to that of one country, each of our districts has the capacity equal to a small country in the world.why should each district not think of becoming an export hub?  Each of our districts has a diverse identity and potential for global market”

Honourable Prime Minister of India, Shri Narendra Modi.

Foreign trade from India constitutes of 45% of its GDP. Until 2019, only the central government was engaged in the decision making of foreign trade, without any participation or involvement of state and/or district stakeholders. However, now, understanding that there are diverse elements that contribute towards and enabling and conducive foreign trade environment; the central government has identified that with policy & strategy, active support of the state governments and district administration are also equally required.

Thus, to decentralize the existing activities, to boost local production & its exports and to ensure active participation of state & district stakeholders, vision of district as export hubs was put to action. Department of Commerce, through Directorate General of Foreign Trade (DGFT) is working with the State/UT Governments to achieve this objective.

DGFT and Director of Industries (DoI) have aimed at synergizing their efforts to identify the key products, export trends and challenges. Further to minimize the challenges, quantify the exports and outline export strategy; a detailed district-wise Export Action Pan has been made for all 26 districts of AP, where EY has contributed as Knowledge Partner.

2.Introduction:

               Yemmiganuru region in Kurnool district is one of the backward regions particularly with arid land. The 1930’s drought was dragged this region into further escalation of poverty, unemployment and hunger deaths. To address the situation and to improve the livelihood of fellow mankind Sri Padmasri Machani Somappa has established “THE YEMMIGANUR WEAVER’S CO-OPERATIVE PRODUCTION & SALE SOCIETY LTD.,” No.Y.298., YEMMIGANUR in the year 1938. The establishment of the society not only brought the desired changes in the livelihood of indigenous weavers but also made the region anonymous to the finest handloom fabrics in the State which later became a brand for durable handloom product range. Presently around 2000 handloom weavers existing in the region and producing varieties of handloom products which includes Bed  sheets,  Towels,  Lungies, Handkerchiefs,   Mosquito Nets, Shirting Clothes, Dothies, Gada Cloths and Sarees etc.,

 

 

 

 

Material used:

The raw material used in the production of Handloom towels and plain lungies is cotton fibre. Cotton yarn isused, in the warp and weft in the body.

Technique applied:

Weaving is the process of interlacing two sets of yarn, called the warp and weft, to create fabric. Here’s how cotton  weaving works.

1. Warp Preparation:Cotton yarn is wound onto a loom, creating the vertical threads known as the warp.

      2.Weft Insertion: The weaver interlaces horizontal threads (weft) over and under the warp threads to create the fabric.

PROCESS OF MAKING:

Boiling Process -> we are buying yarn as a hank after we are doing the boiling process to the yarn.

Vat dyeing Process ->after we are doing vat dyeing to hanks after boiling process depends on requirement

Naphthol dyeing Process -> We are doing Naphthol dyeing to hanks after boiling process depends on requirement

Bleaching Process -> We are doing Bleaching to hanks after boiling process after boiling process depends on requirement.

Winding Process -> we are doing hand chakra winding.

Warping Process -> We are doing warping as per design.

Drafting and denting -> We are doing drafting and denting as per design spec.

Weaving -> we are following lifting order and picking order as per design spec. We make sure our quality standard maintains well

5.LIST OF ACTIVITIES BEING UNDERTAKEN BY DISTRICT ADMINISTRATION UNDER ODOP INITIATIVE:

Training programmes have been conducted to provide skilled workers to the entrepreneurs units. By imparting relevant skills and knowledge, these training programmes ensure that the workforce is equipped with the necessary expertise to contribute effectively to the growth of Bed sheets, Towels, Lungies, Handkerchiefs, Mosquito Nets, Shirting Clothes, Dothies, Gada Cloths and Sarees in these areas.

In turn enhances the productivity and competitiveness of the entrepreneurs units. Furthermore, the Government’s efforts in creating employment opportunities for Unemployed rural artisans are commendable. By providing training and employment in the handloom industry, these initiatives empower the weavers and enable them to contribute to the economic development of the region.

This not only helps alleviate unemployment but also promotes gender equality and socio-economic progress.

Overall, these initiatives showcase the Government’s commitment to fostering a favourable  business environment, providing support and resources to entrepreneurs and generating employment opportunities for the local community. By empowering entrepreneurs and creating skilled employment opportunities, Yemmiganur, Adoni, Gudekal and Nandavaram areas can continue to thrive as a prominent handloom Bed sheets, Towels, Lungies, Handkerchiefs, Mosquito Nets, Shirting Clothes, Dothies, Gada Cloths and Sarees in these Clusters.

By organizing the awareness program, the government aimed to encourage entrepreneurs to adopt environmentally friendly and cost-effective practices through the establishment of a Cluster.

9. CLUSTER DEVELOPMENT PROGRAMME:

Under National Handloom Development Programme, the govt. of India has sanctioned (02) Cluster Development Programmes for a period of three years. Under the scheme financial assistance shall be provided for up gradation of looms, accessories of the handloom weavers, so as to improve quality of the fabric.One item is admissible to one weaver beneficiary.The cost sharing of HSS items shall be in the ratio of 90% Govt.of India and 10% of Weaver beneficiary.The details are hereunder.

10.  PRADHANMANTRI WEAVERS MUDRA YOJANA

            The Govt. of India is implementing Pradhan Mantri Weavers Mudra Yojana scheme for providing adequate and timely assistance from the Banks to the Handloom Sector to meet the term loans and working capital at concessional rate of interest of 6% for a period of three years.

Margin money assistance at 20% of loan amount subject to maximum of Rs.25,000/-

11. DETAILS OF QUALITY ASSURANCE LABS/CERTIFICATION LABS/PROCESSING UNITS/QUALITY INFRASTRUCTURE WITH CONTACT DETAILS:

There are institutions to support and fix quality standards in handlooms, they are 1. Weavers Service Centre, Vijayawada, RITES institute, Chennai. In addition to the above the Department of Handlooms and Textiles is providing technical know how and supervise quality production of Handloom towels and lungies and silk sarees in Kurnool district.

The Weavers Service Centre, Ministry of Textiles, Govt. of India, Vijayawada has conducted the training programmes to the weavers in skill up gradation, O/o the Assistant Director, Handlooms and Textiles, Kurnool & Nandyal is providing institutional support to the weavers in the district.

14.GREIVANCE REDRESSAL:

The grievances raised by the weavers will be addressed in multiple ways.

1. Individuals may raise grievances through State Level Portal named SPANDANA(https://jaganannakuchebudham.ap.gov.in/)

2. The grievances may also bring to the notice of dedicated ODOP team for redressal.
3. Individuals may seek information regarding ODOP under the provisions of R.T.I Act from the O/o the Assistant Director (H&T).

15.EXPORT PROMOTION:   The weavers, Master weavers, Weavers Cooperative Societies and Producer houses may increase their earnings by exporting the handloom products to National and International Level. In this regard District Handlooms and Textiles Department will facilitate the interested exporters of Handloom products through H.E.P.C, Govt. Of India, Chennai. The weavers required to possess handloom mark, I.H.B Certification for exporting their products.

16.UPCOMING EVENTS:

It is understood that products produced if not publisized well could not get public recognition, therefore we facilitate mini exhibition of ODOP products in the Collectorate, Kurnool on every Monday, which is a day dedicated to obtain public grievances under SPANDANA programme.

Similarly on the days of August 15^th and January 26^th, District Administration will organize exhibition of district ODOP products in the parade grounds. And on all such dates which will be announced from time to time by the district administration about conduct of exhibitions in the district of ODOP products.

19.TESTING LABS OF ODOP PRODUCS IN THE DISTRICT:

Quality testing is pivotal in maintaining consistency of product quality. The district administration has identified the importance of testing for assured supply of quality products. Hence, testing lab facility has been established at Y.W.C.S, Yemmiganur, Kurnool dt. Where in the products produced in the region were being tested and based on the quality, product costing will be undertaken.

20.COLLABORATION WITH ACADEMIC INSTITUTIONS FOR RESEARCH AND DEVELOPMENT:

For the quality output and consistency collaboration has been made with RITES Secunderabad through APCO. Similarly Collaboration has already been made with IIHT, Venkatagiri for building capabilities of Human Resources through skilled development in advanced technologies, research and to fix standards in the handloom production of the societies to meet as per customer preferences.

The NIFT institute also has a student transfer programme to the society for the development of innovative designs by using expertise weavers weaving abilities.

 

The Department of Handlooms and Textiles, Government of Andhra Pradesh has entered into an MOU with National Institute of Fashion Technology, Hyderabad on 15^th July 2023 in the fields of design, technology and Management in order to bring value addition in the products of Weavers.

 

Memorandum of Understanding (MoU) was done between the National Institute of Design, Andhra Pradesh and the Commissioner of Handlooms and Textiles, Andhra Pradesh for the purpose of mutual collaboration for the Academic, Training, Design, Research and product Development

 

21.FINANCIAL ASSISTANCE TO THE WEAVERS AND WEAVERS COOPERATIVE SOCIETIES:

District administration identified the need of financial assistance to the artisans on right time is very much crucial in achievement of desired production and with least friction to the artisans. Therefore through the mechanism of District Consultative Committee administration will observe periodically the assistance/loans provided to the artisans from various banks and to the Weavers Cooperative Societies from the D.C.C.banks by way of Weavers Mudra Scheme and Cash Credit Scheme
