HANDRI NEEVA SUJALA SRAVANTHI IRRIGATION PROJECT

HNSS PROJECT:-

As a part of programme of protecting Rayala Seema from ravages of drought and severe famine and to reverse the desertification process, the HNSS Irrigation Project is envisaged to provide irrigation facilities to an extent of 6.025 Lakh acres (Kharif ID) in the four districts of Rayalaseema and supply of drinking water to about 33 Lakh People, Utilizing 40 TMC of flood water from the Krishan River.  This flood water is to be drawn from the foreshore of Srisailam Reservoir with an approach channel of 4.806 kms length and the Main canal runs for a length of 565.00 Kms.  Water is to be drawn during the 120 flood days from August to November. This scheme involves lifting of water in 8 stages in Phase-I into Main canal and 4 stages on Phase-II main canal with a total lift height of 369.061 m, excavation of 5 Nos of tunnels for a length of 13.05 Kms and formation of 8 balancing reservoirs.

 MUTCHUMARRI LIFT IRRIGATION SCHEME:-

1. Mutchumaari Lift for HNSS:- Mutchumarri Lift for HNSS is contemplated to draw water during lean period from Srisailam Reservoir back water at Mutchumarri when the water level is in between 834 feet and 798 feet. Provided 12 pumps to HNSS with a discharge of 3850 cusecs.
2. Mutchumaari Lift for K.C.C :- K.C. C Lift for HNSS is contemplated to supplement water for K.C.Canal system, when there is no water flow in Tungabhadra River. 4 pumps are provided for K.C.C with the discharge of 1000 cusecs.Combined Pump House was proposed for K.C.C and HNSS at Mutchumarri to lift water from foreshore of Sri Sailam Reservoir.

WIDENING OF HNSS MAIN CANAL FROM MUTCHUMAARI TO JEEDIPALLI RESERVOIR :-

HNSS Main canal was designed as lined canal. Primarily executed for unlined sections with a view to take up lining in future. Existing canal is suitable to draw 54.5 cumecs instead of required discharge of 109 cumecs i.e., to operate 5 to 6 pumps instead of 12 pumps. To operate 12 pumps, main canal may be either widened or lined to draw required discharge of 109 cumecs.
Hon’ble Chief Minister of Andhra Pradesh during visit on 01.09.2016 assured to widen the existing canal up to Jeedipalli Reservoir to draw 109 cumecs and as well as to improve the Ground water levels along the main canal.

Hon’ble Chief Minister of Andhra Pradesh in the review meeting held on 09-03-2017 suggested that the HNSS canal system should be improved to convey more quantity of water than 40 T.M.C for which the existing canal system was designed as in future there is possibility of conveying water after inter linking of the rivers.

On 18-03-2017 Technical Expert committee recommends as follows

1. The HNSS canal under phase I be widened to 19.50M bed width from the existing 11.00 meters as unlined canal in the first instance to accommodate 109 cumecs.
2. It is better to line the canal as early as possible after widening and extension of structures to suit the revised standards.
3. After lining, the carrying capacity of the canal may be enhanced to 173 cumecs.
4. 63.60 TMC of water could be conveyed in 120 flood days after lining is done.

Hence widening of HNSS Main canal from Mutchumarri Lift Irrigation Scheme to Jeedipalli Reservoir was taken up in 4 packages and three packages are under HNSS Circle No.1, Kurnool jurisdiction. Details are as follows.

1. 1. Widening of HNSS main canal from K.M.(-)1.150 to K.M.78.670
   2. Widening of HNSS main canal from K.M. 79.075 to K.M.134.270
   3. Widening of Link Channel from PS-0 (i.e. Mutchumarri) to PS-1 (i.e. Malyala) from Km 0.000 to Km 17.717 (Work started on 15.06.2018)

Irrigation potential:-

1. 1. Contemplated in Kurnool Dist. : 80,000 Acres
   2.  Created(Cumulative up to 06/2018 and also during year 2018-19) : 15,300 Acres

Water will be released to an extent of 80000 Acres and for drinking purpose in the following 10 Mandals of Kurnool District through HNSS Main Canal.

HNSS PROJECT:-

The Government has accorded Administrative approval for HNSS Irrigation Project phase-I vide G.O.Ms. No.73 Dated 24.07.2004 for Rs.1305.00 Crores (up to Jeedipalli Reservoir).Further the Government has accorded Revised Administrative approval for HNSS phase-I vide G.O.Ms. No.2 Dated 03.01.2007 for Rs.2774.00 Crores. The 2nd Revised Administrative approval for Rs. 4317.49 Crores was accorded by the Government vide G.O Rt No.153 dated 25.02.2016.

MUTCHUMARRI LIFT IRRIGATION SCHEME:-

1. Mutchumaari Lift for HNSS:- Government of AP have accorded Administrative approval for additional Pump House for HNSS Project at Mutchumarri vide Government Memo No.9022/ Maj.Irr.VI/2007-01, dt: 22.05.2007 for Rs.261.00 Crores.
2. Mutchumaari Lift for K.C.C Lift:- Government of AP have accorded Administrative approval for KCC Lift Scheme @ Mutchumarri vide G.O.Ms No.196/I& CAD(PW-Maj.Irr.V)Dept., dt:31.08.2007 for Rs.120.00 Crores

WIDENING OF HNSS MAIN CANAL FROM MUTCHUMAARI TO JEEDIPALLI RESERVOIR :-

Government has accorded administrative approval for Rs.1030.0078 Crores vide GO Rt.No. 189 dt: 20.04.2017 for widening of HNSS main canal

Present Status of work:-

1. HNSS:-
   • MAIN CANAL:- The main canal to a total length of 114.00 KM in Kurnool District is almost completed and water is being released to the canal system since 2012 by lifting water through 7 pumps against 12 pumps in each pumping station.
   • CONSTRUCTION OF CM & CD WORKS:-Total CM & CD Works (129 Structures) were completed.
   • DISTRIBUTORY SYSTEM:- Distributory system for an extent of 15,300 Acers is completed and balance Distributory system for an extent of 64,700 Acers is under progress. It is programmed to complete entire Distributory system by 31.12.2018.
2. MUTCHUMARRI LIFT IRRIGATION SCHEME:-
   • Mutchumaari Lift for HNSS:- Provided 12 pumps to HNSS with a discharge of 3850 cusecs. Out of 12 pumps 10 pumps erection and testing were completed. For remaining 2 Pumps erection and testing is to be done and will be completed by 03/2019
   • Mutchumaari Lift for K.C.Canal:- Provided 4 pumps to KCC with a discharge of 1000 cusecs. Out of 4 pumps 3 pumps erection and testing were completed. For remaining 1 Pump erection and testing is to be done and will be completed by 03/2019

• Land Acquisition in Kurnool District:-

TOTAL REQUIREMENT OF LAND : 9839.39 ACRES

LAND ACQUIRED : 9450.82 ACRES

BALANCE TO BE ACQUIRED : 388.57 ACRES (For Distributory System only)

Achievements during the year 2017-18:-

JALASIRIKI-HARATHI:-

The Hon’ble Chief Minister of A.P and Hon’ble Minister for water Resources Department have taken special interest and frequent reviews were made to complete the linking works of Mutchumarri Lift Irrigation Scheme with HNSS Project Phase-1. This System is dedicated to the Nation on 08.09.2017 by the Hon’ble Chief Minister of Andhra Pradesh Sri Nara Chandra Babu Naidu garu under ‘’JALASIRIKI-HARATHI’’ Programme.
